Reid Keller, PTP

Reid Keller has over five years of experience in the transportation engineering and planning industry. He has worked on a wide range of public and private sector projects throughout Southern
California and Hawaii, including modeling, GIS analysis, and traffic and parking planning.
Reid prepared General Plan updates for the cities of Santa Monica, Santa Barbara, West Hollywood, Pasadena, and Redondo Beach. He conducted corridor studies in the City of Santa Monica.
Contributed to impact fee studies for the cities of Santa Monica and West Hollywood and provided Transportation Demand Management plan assessment for the cities of Santa Monica, Santa Barbara,
West Hollywood, and Pasadena. He also contributed GIS analysis to the Oahu Regional Transportation Plan.
Reid served as Project Engineer for a variety of traffic impact studies in California, including the Santa Paula East Area One Specific Plan, Monrovia Station Square, and All Saints Childrens
Center in Pasadena, as well as developments in Bakersfield, Costa Mesa, Long Beach, Pasadena, and Santa Monica. He conducted parking cost/revenue analysis for a large shopping mall in Los Angeles
and assisted in parking circulation analysis and shuttle service for the Arizona Cardinals NFL football stadium in Glendale, Arizona. Reid analyzed parking, circulation, and drop-off procedures
for a large day-care facility in Pasadena.
He led travel demand model development for a variety of stand-alone models for small to medium sized jurisdictions in California. These models were used for scenario planning and environment
impact assessment for General Plan updates as well as later application for circulation planning/impact assessment, including the introduction of new at-grade rail service to a congested urban
area. He developed sub-area models from the Southern California Association of Governments for analysis of Community Plan updates for the City of Los Angeles, the creation of a new redevelopment
area for the Community Redevelopment Agency of Los Angeles, and the LAX Master Plan. Worked with most regional travel models in the State of California to provide data for the Vision California
Rapid Fire model.
Reid developed quick response tools for Vision Los Angeles that allowed decision makers to see in real time the effects of Transportation Demand Management and Transportation Systems Management
strategies on a variety of performance measures including vehicle miles traveled and greenhouse gas emissions. He also developed a tool for the Southern California Association of Governments that
allowed agency planners to estimate the impact of Transportation Demand Management strategies on mode choice for use in SB375 analysis. Developed a similar tool for the City of Pasadena that
allowed planners to analyze the changes to travel behavior from various Transportation Demand Management plans and new transit service introduction as part of the City’s long range planning efforts.
