NBC Universal Evolution Plan

Gibson Transportation Consulting staff prepared the transportation study for the NBC Universal Evolution Plan, which proposes the development of approximately 1.56 million sf of net new studio-related commercial development, a 500-room hotel, 2,937 residential dwelling units, and 185,000 sf of neighborhood-serving retail and community-serving commercial uses. Based on methodology and base assumptions established in conjunction with the Los Angeles Department of Transportation, Los Angeles County Department of Public Works, California Department of Transportation, and the City of Burbank Planning Department, the study analyzed the potential project-generated impacts on the transportation system surrounding the project site. The transportation improvement and mitigation program included a Transportation Demand Management program, Transportation Systems Management improvements, regional and sub-regional highway system improvements, transit system improvements, and specific intersection improvements. The study included detailed analysis of the transit system serving the project site, construction impacts, truck haul routes, neighborhood intrusion impacts, site access and internal circulation, and shared parking between the proposed uses. We attended numerous neighborhood meetings and media briefings to present the transportation study results to the public and address questions from the community. Our work included the planning and preliminary design of a new freeway on-ramp to US 101.

Disneyland Resort Master Plan

Gibson Transportation Consulting staff has been serving as the transportation engineer for the Walt Disney Company for the past 25 years. Our major assignment involved the development of the circulation element of the master plan for the Disneyland Resort in Anaheim, California. The master plan refined and coordinated the various components of the circulation network serving the Resort, which includes the theme parks, several hotels, and two major parking structures. The circulation element was divided into five components: automobile circulation, service vehicle access, pedestrian system, transit, and special issues. The automobile component examined circulation both within and around the Resort. The service vehicle component analyzed the access points in and out of the resort. The pedestrian system component assessed the provision of services to Resort pedestrians. The transit component analyzed the service of each transit provider independently and in relation to each other to maximize transit options for resort guests and employees. The final component, special issues, addressed the development of an informational-signage program for visitors and the provision of a pick-up/drop-off area.

Wilshire Grand Redevelopment Project

Gibson Transportation Consulting staff is preparing the transportation impact report for a redevelopment project comprised of 1.5 million sf office space, a 560-room hotel, and 100 residential units at the existing Wilshire Grand Hotel site in downtown Los Angeles. Based on methodology and base assumptions established in conjunction with LADOT and Caltrans, the study analyzes the potential project-generated impacts on the transportation system surrounding the project site. The study includes detailed analysis of the transit system serving the site, construction impacts, truck haul routes, and shared parking between the proposed uses.

Arizona Cardinals NFL Stadium Traffic Analysis and Parking Operations

Gibson Transportation staff, as part of the design team, completed a study for the Arizona Cardinals to evaluate the transportation infrastructure needed to support the new football stadium in Glendale, Arizona. The study developed roadway and operational improvements necessary to accommodate the traffic projected to attend a sold-out football event. The stadium would be located adjacent to the Glendale Town Center, which has a hockey arena for the Phoenix Coyotes, with a retail, dining and entertainment complex. Although the proposed site was adjacent to Agua Fria Freeway (SR-101), access routes to the stadium would have to be shared with typical Glendale Town Center traffic and other concurrent events at the arena and at the Glendale Town Center. We developed improvement programs to allow traffic from all the components to use all the driveway access avenues efficiently.

We also developed parking layouts to support 20,000 parking spaces to minimize the use of off-site locations. Pedestrian access to the stadium and circulation were also evaluated to minimize the conflict between pedestrian traffic and vehicular traffic. Operation plans for each parking area were developed for loading and unloading major events at the stadium, as well as smaller events and daily operations. Gibson Transportation staff was on site for the first few events assisting in the implementation of the traffic and parking plans and making adjustments to those plans in real time.

We also assisted in the planning of the BCS National Championship Game, the Fiesta Bowl, and the NFL Super Bowl at the facility.

Bakersfield Commons Mixed-Use Project

Gibson Transportation Consulting staff is preparing the transportation impact report for the Bakersfield Commons project, a 2.5 million sf mixed-use development currently planned for a 250-acre site in West Bakersfield owned by World Oil Corporation and historically used for farming and oil-related industrial uses. We are also assisting in the development of the Bakersfield Commons Strategic Plan and evaluating the draft plan from the perspective of automobile and transit access, on-site vehicular and pedestrian circulation, and parking.

Downtown Pomona Parking Management Plan

The City of Pomona Redevelopment Agency retained our staff to prepare a Parking Management Plan for Pomona's downtown area. The downtown area is losing surface parking lots to new developments and therefore the City wanted a projection of future parking needs and the identification of alternate locations for future parking supplies. The study recommended locations for three parking structures to be built over the next 20 years with triggers tied to the implementation of each structure. The plan also included revising the operation of the current public parking lots and new strategies for the use of curb parking spaces in the downtown. Gibson Transportation Consulting staff is now assisting the Redevelopment Agency and the Downtown Vehicle Parking District in the implementation of the Parking Management Plan.

Westfield Santa Anita Project

Gibson Transportation Consulting staff prepared the transportation impact report for the expansion of the Westfield Santa Anita shopping center in Arcadia, California. We prepared the traffic and parking sections of the DEIR and then took the project through the approval and construction process. It is now open for business and we are monitoring the operation of the project and the implementation and effectiveness of the mitigation program.

Buena Park E-Zone Traffic and Parking Study

In an effort to revitalize the Entertainment Zone (E-Zone) surrounding Knott's Berry Farm, the City of Buena Park purchased much of the underutilized parcels in the area. A multidisciplinary team developed a series of land use alternatives and Gibson Transportation Consulting staff is responsible for testing the parking needs of each plan and then determining the traffic circulation needs of the district. Centralized parking garages with a shuttle distribution system were evaluated against an alternative that included smaller parking lots spread throughout the district.

San Jose Downtown Parking Management Plan

Gibson Transportation Consulting staff evaluated the existing and future parking demand in downtown San Jose. The Downtown Strategic Plan, completed in 2000, called for over 10 million sf of new development over the next 10 years. Much of this development was proposed to occur on land parcels then being used as surface parking lots. The 10-year need for new public parking downtown was projected to total almost 5,000 new spaces. We identified the future need and evaluated alternate locations for the new parking. Working with International Parking Design, alternate parking garage layouts were prepared for 15 sites. A total of five sites were recommended for further study. The City Council adopted the recommended parking locations along with the revisions to the zoning code, a program of off-site and peripheral parking, and a financing plan to pay for the recommended program. We updated the Plan in 2006 due to significant changes in development trends.

Pasadena Central District Specific Plan

Gibson Transportation Consulting staff developed the circulation plan for the City of Pasadena Central District Specific Plan. Working with the City's land use consultant, we projected the District's future transportation growth and evaluated 2015 traffic conditions. We then reviewed and revised development standards for the plan's mobility element. Issues addressed included transit access, demand management, and parking standards. We developed mixed-use, transit, and pedestrian standards for the plan and evaluated the need for a special parking district.

PETCO Park Ballpark Garage Financial Feasibility Study

The San Diego Centre City Development Corporation retained Gibson Transportation Consulting staff to prepare the financial pro forma for the public parking garage located immediately across the street from the PETCO Park ballpark. The financial analysis projected the amount of annual parking demand, estimated the parking revenues, and projected the annual operating and maintenance costs. The financial analysis was used as the basis for the sale of revenue bonds to support the construction of the garage. The garage is open and operating consistent with the financial projections.
